மயிலாடுதுறை மாவட்டத்தில் ஊராட்சி ஒன்றிய தொடக்கப்பள்ளியில் ஆய்வு நடத்திய ஆட்சியர், மாணவர்கள் ஆங்கில பாடத்தை வாசிக்க திணறியதை கண்டு, தலைமை ஆசிரியரை கடிந்துகொண்டார். "உங்களைத் தேடி; உங்கள் ஊரில்" திட்டத்தில் மக்களிடம் குறைகேட்பு முகாமின் ஒருபகுதியாக பண்டாரவாடை ஊராட்சியில் மாவட்ட ஆட்சியர் மகாபாரதி ஆய்வு மேற்கொண்டார்.

அப்போது மாணவர்களை படிக்கச் சொல்லி கற்றல் திறனை ஆய்வு செய்தபோது, ஆங்கில பாடத்தை வாசிக்க திணறினர்.

அப்போது பள்ளியின் தலைமை ஆசிரியரிடம், மாணவர்களுக்கு குறைந்தபட்சம் வாசிக்கக் கூட கற்றுத் தரவில்லையா? என மாவட்ட ஆட்சியர் கடிந்து கொண்டார்

அரசு விடுமுறை நாட்கள் அரசு அலுவலர்களுக்கு பொருந்தாது - கலெக்டர் அதிரடி அறிவிப்பு

திருநெல்வேலி, தூத்துக்குடி, கன்னியாகுமரி, தென்காசி மாவட்டங்களில் கடந்த 17,18ம் தேதிகளில் அதிகனமழை பெய்தது. இதனால், திருநெல்வேலி, தூத்துக்குடி நகர், கிராமப்புறங்களில் மழை வெள்ள நீர் புகுந்தது. தற்போது, மழை நின்று வெள்ளநீர் வடிந்து வருகிறது. நகரின் பல்வேறு இடங்களில் வெள்ளநீர் வடியாத காரணத்தால் தூத்துக்குடி மாவட்டத்தில் பள்ளி, கல்லூரிகளுக்கு கடந்த 18-ம் தேதியில் இருந்து இன்று வரை விடுமுறை அளிக்கப்பட்டுள்ளது.

இந்த நிலையில், தூத்துக்குடி மாவட்டத்தில் அரசு விடுமுறை நாட்கள் அரசு அலுவலர்களுக்குப் பொருந்தாது என்று அம்மாவட்ட கலெக்டர் லட்சுமிபதி அறிவித்துள்ளார். மழை பாதித்த பகுதிகளில் நிவாரணப் பணிகள் நடப்பதால் அரசு விடுமுறை பொருந்தாது என தெரிவித்துள்ளார்.

தஞ்சாவூர் மாவட்டம் செங்கமங்கலம் கிராமத்தில் நேற்று மக்கள் நேர்காணல் முகாமில் பங்கேற்ற அவர் பேசியதாவது: மழை தொடர்பான எச்சரிக்கை வந்து விட்டாலோ சின்ன துாறல் வந்து விட்டாலோ காலையிலேயே பல பெற்றோர் எனக்கு போன் செய்து 'பள்ளிக்கு லீவு உண்டா?' என கேட்கின்றனர். மழை பெய்தால் பள்ளிக்கு ஏன் விடுமுறை விட வேண்டும்.நான் கேரளாவை சேர்ந்தவன். அங்கு ஜூன் 1 முதல் மழை துவங்கி விடும். பல நேரங்களில் மழையில் நனைந்தபடி பள்ளி சென்றுள்ளேன். மழைக்கு விடுமுறை என்று நினைத்து நான் வீட்டில் இருந்திருந்தால் உங்கள் முன் கலெக்டராக நின்றிருருக்க மாட்டேன். தயவு செய்து பெற்றோர் பிள்ளைகளை பள்ளிக்கு அனுப்ப வேண்டும். வாழ்க்கையில் கல்வி மட்டும் தான் மற்றவர்களால் திருட முடியாத சொத்து. எந்த கஷ்டமானாலும் பிள்ளைகளை படிக்க வைக்க வேண்டும். இவ்வாறு அவர் பேசினார்.

ஆய்வுக்கு சென்ற கலெக்டர் ஆசிரியராக மாறி பாடம் நடத்தினார்

ஜவ்வாதுமலை உண்டு உறைவிடப்பள்ளியில் ஆய்வு செய்த கலெக்டர், அங்கு ஆசிரியராக மாறி மாணவர்களுக்கு கணித பாடம் நடத்தினார். ஆவணங்களை பராமரிக்காத தலைமை ஆசிரியர் மீது ஒழுங்கு நடவடிக்கை எடுக்கவும் கலெக்டர் உத்தரவிட்டார். திருவண்ணாமலை

ஜவ்வாதுமலை உண்டு உறைவிடப்பள்ளியில் ஆய்வு செய்த கலெக்டர், அங்கு ஆசிரியராக மாறி மாணவர்களுக்கு கணித பாடம் நடத்தினார். தொடர்ந்து பள்ளிக்கு வராமல் உள்ள ஆசிரியரை பணியிடைநீக்கம் செய்யவும், ஆவணங்களை பராமரிக்காத தலைமை ஆசிரியர் மீது ஒழுங்கு நடவடிக்கை எடுக்கவும் உத்தரவிட்டார். திடீர் ஆய்வு

ஜவ்வாதுமலையில் அரசுவெளியில் அரசு பழங்குடியினர் நல உண்டு உறைவிட பள்ளி செயல்பட்டு வருகிறது. இந்த பள்ளியை கலெக்டர் முருகேஷ் திடீரென நேரில் சென்று பார்வையிட்டு ஆய்வு செய்தார்.

அப்போது அவர் ஒவ்வொரு வகுப்பாக சென்று மாணவர்களின் கற்கும் திறனை ஆய்வு செய்தார். மேலும் 6-ம் வகுப்பு மாணவர்களுக்கு கணித பாடம் கற்பித்ததுடன் கேள்விகள் மூலம் மாணவர்களின் கற்றல் திறன்களை ஆய்வு செய்ததோடு அரசால் அளிக்கப்படும் பாடப்புத்தகங்கள், சீருடைகள், பைகள், காலணிகள் ஆகியன அனைவருக்கும் அளிக்கப்பட்டதா என்பதை மாணவ, மாணவிகளிடம் கேட்டு உறுதி செய்தார்.

அதன்பின் மாணவர்களின் உடல்நிலை குறித்து ஆய்வு செய்ய சிறப்பு மருத்துவ குழு ஏற்பாடு செய்யப்பட்டு அனைத்து மாணவர்களின் உடல்நிலை பரிசோதனை செய்யப்பட்டது. வரும் நாட்களிலும் அவ்வப்போது காய்ச்சல் சிறப்பு முகாம்கள் நடத்தவும் மருத்துவ துறையினருக்கு அறிவுறுத்திய அவர் மாணவர்களுக்கு அளிக்கப்படும் உணவின் தரம் குறித்து ஆய்வு செய்தார்.

கூடுதல் கட்டிடம்

மாணவர்களின் எண்ணிக்கைக்கு ஏற்றவாறு கூடுதல் வகுப்பறை கட்டிடம் கட்டித்தர மதிப்பீடு தயார் செய்து பணிகளை உடனே தொடங்க பொதுப்பணித் துறை அலுவலர்களுக்கு ஆலோசனைகளை வழங்கினார்.

பள்ளி ஆசிரியர்களின் செயல்பாடுகள் குறித்து ஆய்வு செய்து அனைத்து மாணவ, மாணவிகளுக்கும் முறையாக கல்வி கற்றுத்தருவதுடன் சுகாதாரம் குறித்து அவர்களுக்கு விழிப்புணர்வு ஏற்படுத்தவும், பள்ளி வளாகம் முழுவதையும் சுத்தமாக பராமரிக்கவும் அவர் அறிவுரை வழங்கினார். ஒழுங்கு நடவடிக்கை

மேலும் தொடர்ந்து பள்ளிக்கு வருகை தராத ஆசிரியரை தற்காலிக பணிநீக்கம் செய்யவும், பள்ளி தொடர்பான ஆவணங்களை பராமரிக்காத தலைமை ஆசிரியர் மீது ஒழுங்கு நடவடிக்கை தொடரவும் உத்தரவிட்டார்.

அதன்பின் அரசவெளி உள்ளிட்ட 10 அரசு பழங்குடியினர் நல உண்டு உறைவிட பள்ளிகளுக்கு சானிட்டரி நாப்கின் எரியூட்டிகள் மற்றும் பள்ளி மாணவர்களுக்கான பாடப்புத்தங்களையும் வழங்கினார்.

ஆய்வின்போது ஆரணி வருவாய் கோட்டாட்சியர் தனலட்சுமி, மாவட்ட பழங்குடியினர் நலத் திட்ட அலுவலர் செந்தில்குமார் உள்ளிட்ட அரசு அலுவலர்கள் உடனிருந்தனர்.

நீதிமன்ற அவமதிப்பு வழக்கில் ஆஜராகாத இரு பள்ளிக்கல்வித்துறை ஐஏஎஸ் அதிகாரிகளுக்கு பிடிவாரண்ட்: உயர் நீதிமன்றம் உத்தரவு

நீதிமன்ற அவமதிப்பு வழக்கில் ஆஜராகாத பள்ளிக் கல்வி செயலாளர் காகர்லா உஷா, இயக்குனர் நந்தகுமார் ஆகியோருக்கு எதிராக ஜாமீனில் வெளிவரக்கூடிய பிடியாணை பிறப்பிக்கப்பட்டுள்ளது.

நெல்லை மாவட்டம் சங்கரன்கோவிலைச் சேர்ந்தவர் சின்னத்தாய். கரிவலம்வந்தநல்லூர் அரசு மேனிலைப்பள்ளியில் தொகுப்பூதிய அடிப்படையில் தூய்மைப் பணியாளராக கடந்த 1988ல் நியமிக்கப்பட்டார். தன்னை பணி நிரந்தரம் செய்யக்கோரி உயர் நீதிமன்ற கிளையில் மனு தாக்கல் செய்தார்.

இதனை விசாரித்த உயர் நீதிமன்றம், மனுதாரரை பணி நிரந்தரம் செய்து, காலமுறை ஊதியம் மற்றும் அனைத்து பணப்பலன்களையும் வழங்க உத்தரவிட்டது. இந்த உத்தரவு நிறைவேற்றப்படவில்லை. இதனிடையே சின்னத்தாய் உயிரிழந்ததால், அவரது மகன் பரமன் தரப்பில், நீதிமன்ற அவமதிப்பு வழக்கு தொடரப்பட்டது. இந்த மனு ஏற்கெனவே விசாரணைக்கு வந்தபோது, பள்ளிக் கல்வித்துறை செயலர் காகர்லா உஷா, பள்ளி கல்வித்துறை இயக்குநர் நந்தகுமார், நெல்லை மாவட்ட கல்வி அலுவலர் வசந்தா ஆகியோர் நேரில் ஆஜராக உத்தரவிடப்பட்டது.

இந்த மனு நீதிபதி பட்டு தேவானந்த் முன்பு இன்று மீண்டும் விசாரணைக்கு வந்தது. அப்போது மாவட்ட கல்வி அலுவலர் வசந்தா நேரில் ஆஜரானார். ஆனால், ஐஏஎஸ் அதிகாரிகள் காகர்லா உஷா மற்றும் நந்தகுமார் ஆகியோர் சார்பில் நேரில் ஆஜராக விலக்கு கோரி மனு தாக்கல் செய்யப்பட்டது. அதில் பள்ளிக்கல்வித்துறை அமைச்சர் கூட்டம் இருப்பதால் ஆஜராக முடியவில்லை. இதனால் நேரில் ஆஜராவதில் இருந்து விலக்கு அளிக்க வேண்டும் எனக் கூறப்பட்டிருந்தது.

இந்த மனுவை ஏற்க மறுத்து, "காகர்லா உஷா, நந்தகுமார் ஆகியோருக்கு எதிராக ஜாமீனில் வெளிவரக்கூடிய பிடியாணை பிறப்பிக்கப்படுகிறது. இருவரையும் சென்னை மாநகர் காவல் ஆணையர் செப். 11-ல் நீதிமன்றத்தில் ஆஜர்படுத்த வேண்டும்" என நீதிபதி உத்தரவிட்டார்.

பள்ளிக் கல்வி துறையின் நிர்வாக முடிவுகளில் தலையிடும் விவகாரத்தில், மாவட்ட கலெக்டர்களுக்கு கட்டுப்பாடுகள் விதிக்கப்பட உள்ளன.

பள்ளிக் கல்வி துறையில் முதன்மை கல்வி அதிகாரிகளும், அவர்களுக்கு கீழே, கல்வி மாவட்டம், வட்டாரம் வாரியாக, டி.இ.ஓ., - பி.இ.ஓ.,க்களும் செயல்படுகின்றனர். இந்த அதிகாரிகளுக்கான பணிகள், இடமாறுதல் போன்றவற்றை, அமைச்சர் மற்றும் துறை செயலர் முடிவு செய்கின்றனர்.

இந்த நிர்வாக முடிவுகளை செயல்படுத்துவதில், சில மாவட்டங்களில் கலெக்டர்கள் தரப்பில் இடையூறு ஏற்படுகிறது. இரு வாரங்களுக்கு முன், சி.இ.ஓ.,க்கள் இடமாறுதலில், கோவை, திருப்பூர், கரூர் மற்றும் ராணிப்பேட்டை மாவட்டங்களில், கலெக்டர் அலுவலக தலையீட்டால் குழப்பங்கள் ஏற்பட்டன. இதையடுத்து, முதல்வர் அலுவலக அதிகாரிகள் வழியாக, கலெக்டர்களுக்கு உரிய அறிவுறுத்தல் வழங்கப்பட்டு, பிரச்னை முடிவுக்கு வந்தது. இந்நிலையில், நிர்வாக முடிவுகளில், கலெக்டர் அலுவலக தலையீடுகள் அதிகரித்தால், பள்ளிக் கல்வித் துறை பணிகளில் பாதிப்பு ஏற்படும் என, அதன் அதிகாரிகள் கருதுகின்றனர்.
