School Education Directorate of Matriculation Schools Safety of Girl Students - Hon'ble High Court of Madras recommends formation of committees in schools in the state to prevent sexual offences against girl students Communicated regarding.
With reference to the Government letter 3rd cited wherein the following direction of the Hon'ble High Court of Madras was communicated for necessary action.
The Court opined that female students were deter from prefer complaints against teachers or management of the schools regarding sexual offences considering their future studies The Court recommended the State Government to form a Committee comprising of the District Social Welfare Officer, Secretary of the District Legal Services Authority, a Woman Police officer not below the rank of Superintendent of Police, District Educational Officer, a woman psychiatrist and physician from the Government hospital.
The Court also directed to keep a complaint box regarding sexual offences in every Educational Institutions and key of the box should be kept under the control of the Secretary, District Legal Services Authority. The box shall be inspected by the District Legal Services Authority and District Social Welfare Officer, once in a week and inquiry the same, if prima-facie reveals any sexual offence, and forward it to the concerned Police Station.
Apart from the above, it is suggested that the phone numbers of the Jurisdictional All Woman Police Station, may also be displayed in the notice board of the Educational Institutions to create awareness and also seek police assistance, if required. Hence, all the Chief Educational officers are instructed to take necessary action on the above direction of the Hon'ble High Court of Madras and to form committees to prevent sexual offences against girl students.
Further, the Chief Educational Officers / District Educational Officers are instructed to inspect the schools for compliance of above direction of the Hon'ble High Court of Madras and ensure that the complaint box regarding sexual offences and display of the Jurisdictional All Woman Police Station phone numbers in all the Matriculation / Matriculation Higher Secondary School notice board to create awareness.
The acknowledgement of receipt of this proceeding may be sent to this directorate through registered / speed post immediately and copy of this proceeding maybe preserved in the stock file for ready reference.
