ORDER
As per the guidelines of Government of India in the letter first read above, in the G.O. second read above orders have been issued to provide rice and dhal as dry ration to the beneficiaries studying from first standard to eighth standard under Puratchi Thalaivar MGR Nutritious Meal Programme in all days of vacation period of May 2020 due to closure of schools in view of Covid-19 as detailed below: 2. In the G.O third read above orders have been issued to provide eggs in addition to dry ration at the rate of 10 eggs per month per child to the Primary and Upper Primary children from September 2020 onwards 3. The Commissioner of Social Welfare in the letter fourth read above has stated that generally at normal situation schools have been closed at the end of April and re-opened from June after summer vacation of May on every year Due to Covid-19, the schools are not functioning in this academic year. Further on account of surge of Covid-19, the schools are not re-opened yet The Government of India has already advised to provide dry ration to the eligible beneficiaries till such time their schools are closed due to Covid-19 The Commissioner of Social Welfare has stated that Chief Consultant looking after Tamil Nadu has informed that Food Security Allowance in the form of dry ration should be provided to the children till the schools are re-opened. The Government of India have stated that additional funds and food grains may be submitted along with Annual Work Plan and Budget for the year 2020-2021. They have also released a sum of Rs.43.98 crore as their share for the dry ration provided to the children during May 2020 vacation period. The approximate estimate for providing dry ration to the children for May 2021 vacation period to the tune of Rs.45.53 crore being the share of Government of India, has been included in the Annual Work Plan and Budget for the year 2021-2022. 4. Since dry ration has to be provided to the eligible beneficiaries studying Primary and Upper Primary classes under Mid Day Meal Programme for the month of May 2021 as per the National Food Securities Act, the Commissioner of Social Welfare has requested the Government to issue order to provide dry ration of nice and dhal at the quantities as was given during May 2020 along with 10 eggs, to the beneficiaries to studying Primary and Upper Primary classes under Puratchi Thalaivar MGR Nutritious Meal Programme for all working days of May 2021, the vacation period
5. The Government after careful consideration accepted the request of the Commissioner of Social Welfare and permit him to distribute dry ration of rice and dhal at the quantum as was given during May 2020 in the G.O second read above to the beneficiaries studying in the Primary (1 to 5th Standard) and Upper Primary (6th to 8 Standard) classes under Puratchi Thalaivar MGR Nutritious Meal Programme along with 10 eggs for the month of May 2021 the vacation period. 6. The Government accord permission to the Commissioner Social Welfare for procurement of rice and dhal from the Tamil Nadu Civil Supplies Corporation for supply to Primary and Upper Primary beneficiaries as per the requirement for the month of May 2021 duly following the existing guidelines stipulated by the Government.
7. Necessary funds have been provided in BE 2021-2022 in the relevant heads of account to meet out the expenditure involved in the supply of dhal and eggs ordered in paragraph - 5 above
8. The Commissioner of Social Welfare / District Collectors are directed to follow the guidelines issued in the G.O. second read above for distributing dry ration to the Primary and Upper Primary beneficiaries under Puratchi Thalaivar MGR Nutritious Meal Programme
