It is directed to state that as per the Model Code of Conduct, no new schemes can be announced or no new orders can be issued regarding Government schemes after the announcement of elections by the Election Commission of India. However, allegations have been made in the previous elections that predated orders have been issued even one to two days after the announcement of elections, while making it appear as if they have been issued before the announcement of elections. 2. To avoid such allegations, All Additional Chief Secretaries / Principal Secretaries / Secretaries of Secretariat Departments, I have been directed to instruct that as soon as the Elections are announced in the Media, the concerned Secretaries should draw a line after the last entry of the G.O. Register, take a photo-copy of the page where such a line has been drawn and attest the same before sending it to Chief Electoral Officer's office for record, as was done during previous General Elections. This will ensure that any allegations of wrong doing can be addressed immediately and no false accusation can take place. It is requested that the same should be sent within 2 hours of the announcement of the elections by Election Commission of India in the Media. If any Secretary is away from the Headquarters he/she may authorize any of his/her subordinates to attest and send the same within the above time limit.
