ORDER:

The Government of Tamil Nadu is implementing the flagship programme of Chief Minister's Comprehensive Health Insurance Scheme with objective of ensuring universal health coverage. In the Government Order first read above, the annual income of eligibility is enhanced from Rs.72,000/- to Rs.1,20,000/- so as to increase the beneficiaries under the coverage of Chief Minister's Comprehensive Health Insurance Scheme..

2. In the Government Order second read above, orders were issued for the implementation of Chief Minister's Comprehensive Health Insurance Scheme for the period from 2022 to 2027 through M/s United India Insurance Company with such criteria prescribed therein.

3. In the letter third read above, the Project Director; Tamil Nadu Health Systems Project has stated that, as per instructions for enrolling the inhabitants of Institute of Mental Health, Kilpauk, the third party administrators (TPAs) visited and consulted with the concerned officials to share the data of the inhabitants. The Institute of Mental Health has mentioned that around 500 inpatients in 311 male and 209 female who are long stay patients and have no address proof or ID proof, the document prescribed for Chief Minister's Comprehensive Health Insurance Scheme enrolment. 4. The Project Director, Tamil Nadu Health Systems Project has further stated that as per the tender document, the resident of Tamil Nadu with the ration card and whose annual income is less than Rs.1.2 lakh per annum are eligible for coverage under the Chief Minister's Comprehensive Health Insurance Scheme. For being eligible for benefits under this scheme, it is sufficient to produce family card, Aadhaar card and income certificate by VAO / Revenue authorities through online along with the self-declaration of the head of the family.

No such criteria added in the Government Orders read above to enroll Institute of Mental Health inhabitants without ration card and income certificate. Most of the patients are unknown, admitted through reception orders or without no social support, there is no means to delete their names from their family cards as they have no ID proof. The United India Insurance Company has accepted to enroll the Institute of Mental Health inhabitants in the absence of ration card and Income certificates and hence they required a Government Order accordingly, for considering enrolment under Chief Minister's Comprehensive Health Insurance Scheme for Institute of Mental Health inhabitants.

5. As the circumstances stated above, the Project Director, Tamil Nadu Health System Project has requested to issue suitable orders for enrolling the Institute of Mental Health Inhabitants without Ration Card and income certificates.

6. After careful consideration of the request made by the Project Director, Tamil Nadu Health Systems Project, the Government have decided to accept the same and grant permission to enroll the Institute of Mental Health Inhabitants without Ration Card and income certificates, under Chief Minister's Comprehensive Health Insurance Scheme

7. This order issues with the concurrence of the Welfare of Differently Abled Persons Department and Finance Department vide its U.O.No.9979/DAP2/2020, dated 12.10.2020 and U.O.No.21999 Finance (Health-il) / 2022, Dated: 18.05.2022 respectively
