G.O.Ms.No.35 Dated:25.11.2021 தகவல் தொழில்நுட்பத் துறை - காகிதமில்லா நிர்வாகத்தை அடைவதற்கும் குடிமக்களுக்கு அதிகாரம் வழங்குவதற்கும் அனைத்து அரசுத் துறைகளாலும் டிஜிலாக்கர் அமைப்பை ஏற்றுக்கொள்வது - அரசாணை வெளியீடு!!

ஆர்டர்:

மேலே முதலில் வாசிக்கப்பட்ட கடிதத்தில், இந்திய அரசு, DigiLocker அமைப்பு, டிஜிட்டல் இந்தியா திட்டத்தின் கீழ் மின்னணுவியல் மற்றும் தகவல் தொழில்நுட்ப அமைச்சகத்தின் (MeitY) முதன்மை முயற்சியாகும், இது குடிமக்களுக்கு ஆவணப் பணப்பையை வழங்குவதன் மூலம் "டிஜிட்டல் அதிகாரமளிக்கும்" நோக்கத்தைக் கொண்டுள்ளது. குடிமக்கள் உண்மையான ஆவணங்கள்/சான்றிதழ்களை டிஜிட்டல் வடிவத்தில் சத்தியத்தின் மூலத்திலிருந்து அணுகலாம், இதன் மூலம் காகிதமில்லா நிர்வாகத்தின் பார்வையை ஊக்குவிக்கிறது. DigiLocker ஒவ்வொரு குடிமகனுக்கும் ஒரு டிஜிட்டல் பணப்பையை வழங்குவதை நோக்கமாகக் கொண்டுள்ளது, இதன் மூலம் அனைத்து ஆவணங்களும் ஒரே இடத்தில் மின்னணு முறையில் கிடைக்கக்கூடியதாகவும் எந்த நேரத்திலும் எங்கிருந்தும் அணுக முடியும். டிஜிலாக்கர் அமைப்பில் உள்ள ஆவணங்கள், தகவல் தொழில்நுட்பத்தின் விதி 9A (டிஜிட்டல் லாக்கர் வசதிகளை வழங்கும் இடைத்தரகர்களால் தகவல்களைப் பாதுகாத்தல் மற்றும் வைத்திருத்தல்) விதிகள், 2016 இன் படி அசல் இயற்பியல் ஆவணங்களுடன் இணையாகக் கருதப்படுகின்றன. 2. DigiLocker என்பது ஒரு அதிகாரியால் வழங்கப்பட்ட ஆவணங்கள் மற்றும் சான்றிதழ்களை அணுகுவதற்கான ஒரு தளமாகும், மேலும் அதை டிஜிட்டல் முறையில் சரிபார்க்கவும், இதனால் இயற்பியல் ஆவணங்களின் பயன்பாட்டை நீக்குகிறது. டிஜிலாக்கரில் 'வழங்குபவர் அமைப்பாக' பதிவுசெய்யப்பட்ட துறைகள் / நிறுவனங்கள், அவர்கள் வழங்கிய ஆவணங்கள் மற்றும் சான்றிதழ்களின் மின்னணு நகல்களை வழங்கலாம் (எ.கா. ஓட்டுநர் உரிமம், வாக்காளர் ஐடி, சான்றிதழ்கள்/ மதிப்பெண் பட்டியல்கள், ரேஷன் கார்டு, பல்வேறு துறைகளால் வழங்கப்பட்ட உரிமங்கள்/ அனுமதி போன்றவை. ) நேரடியாக குடிமகனின் டிஜிலாக்கர் கணக்கில். இதேபோல், பல்வேறு ஆன்லைன் விண்ணப்பங்களுக்கு (எ.கா. சான்றிதழ்கள், உரிமங்கள், வேலைகள், மானியங்கள், ஓய்வூதியங்கள், உதவித்தொகைகள், பள்ளிகளில் சேர்க்கைக்கான விண்ணப்பம்) தேவையான ஆதார ஆவணங்களை குடிமக்கள் பெறுவதற்கு, துறைகள் 'கோரிக்கையாளர் அமைப்பாக' பதிவு செய்து, டிஜிலாக்கருடன் தங்கள் ஆன்லைன் விண்ணப்பத்தை ஒருங்கிணைக்கலாம். /கல்லூரிகள் போன்றவை) அந்தந்த துறைகளின், நேரடியாக அவர்களின் டிஜிலாக்கரில் இருந்து.

3. மேலே படித்த 2வது குறிப்பில், தமிழ்நாடு மின் ஆளுமை முகமையின் இ-கவர்னன்ஸ் இயக்குனர் மற்றும் தலைமை நிர்வாக அதிகாரி, அனைத்து துறைகளும் மற்றும் அதன் டிஜிலாக்கரை ஏற்றுக்கொள்வதற்கான அரசாணையை வெளியிடுமாறு அரசிடம் கோரியுள்ளார்.

காகிதமில்லா நிர்வாகத்தை ஆதரிக்கும் முகவர்கள். உண்மையான ஆவணங்கள்/சான்றிதழ்களை வழங்குவதற்கும், டிஜிலாக்கர் மூலம் பகிரப்பட்ட ஆவணங்களை ஏற்றுக்கொள்வதற்கும் டிஜிலாக்கரை ஒரு தளமாக ஏற்றுக்கொள்ளவும் இந்திய அரசு கோரியுள்ளது. 4. இந்திய அரசின் கோரிக்கையை கவனமாக ஆய்வு செய்த அரசு, தமிழ்நாடு மின் ஆளுமை முகமையின் இ-கவர்னன்ஸ் இயக்குநர் & தலைமைச் செயல் அதிகாரி, இதன் மூலம் அனைத்து அரசுத் துறைகளும் அவற்றின் துணை நிறுவனங்களும் டிஜிலாக்கர் முறையைப் பின்பற்றுமாறு அறிவுறுத்துகிறார். தகவல் தொழில்நுட்பத்தில் (டிஜிட்டல் லாக்கர் வசதிகளை வழங்கும் இடைத்தரகர்களால் தகவல்களைப் பாதுகாத்தல் மற்றும் தக்கவைத்தல்) விதிகள், 2016 இல் திட்டமிடப்பட்டுள்ளபடி குடிமக்களுக்கு டிஜிட்டல் ஆவணங்களுக்கான அணுகலை வழங்குதல். அவர்கள் தற்போதுள்ள / நடந்து கொண்டிருக்கும் / எதிர்கால மென்பொருள் பயன்பாடுகள் அனைத்தையும் DigiLocker உடன் ஒருங்கிணைத்து தங்களை ஒரு வழங்குபவராக பதிவு செய்து கொள்ள வேண்டும் அல்லது ஒரு கோரிக்கையாளர் அல்லது தேவைக்கேற்ப இரண்டும். அனைத்து அரசுத் துறைகளும், அவற்றின் நிறுவனங்களும் தேவையான நடவடிக்கைகளை எடுக்குமாறு அறிவுறுத்தப்பட்டுள்ளது. சான்றிதழ்களை வழங்குவதற்கும் சரிபார்ப்பதற்கும் அவர்களின் தற்போதைய மென்பொருள் பயன்பாடுகளை DigiLocker உடன் ஒருங்கிணைத்து, ஏற்கனவே வழங்கப்பட்ட மற்றும் எதிர்காலத்தில் வழங்கப்படும் அனைத்துச் சான்றிதழ்களும் DigiLocker இயங்குதளத்தில் கிடைப்பதை உறுதிசெய்யவும்.

5. டிஜிலாக்கரைத் தத்தெடுப்பதற்கு அரசுத் துறைகள் / பொதுத்துறை நிறுவனங்கள் / சட்டப்பூர்வ அதிகாரிகள் / தன்னாட்சி அமைப்புகள் / பல்கலைக்கழகங்கள் மற்றும் கல்வி நிறுவனங்கள் / ஏஜென்சிகளுக்கு இ-கவர்னன்ஸ் இயக்குநர் & தலைமைச் செயல் அதிகாரி, TNeGA, தேவையான ஆதரவை வழங்குவார்.

ORDER:

In the letter first read above, the Government of India have stated that DigiLocker system is a flagship initiative of Ministry of Electronics and Information Technology (MeitY) under Digital India Programme which aims at the "Digital Empowerment" of citizens by providing a document wallet to citizens to access authentic documents/certificates in digital format from the source of truth thereby, promoting the vision of paperless Governance. DigiLocker aims to provide a Digital wallet to every citizen so that all the documents can be made available electronically at one place and can be accessed from anywhere anytime. The documents in DigiLocker system are deemed to be at par with original physical documents as per Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries providing Digital Locker facilities) Rules, 2016. 2. DigiLocker is a platform to access the documents and certificates issued by an authority and verify the same in a Digital way, thus eliminating the use of physical documents. Departments / Organizations that get registered with DigiLocker as 'Issuer Organisation' can provide electronic copies of documents and certificates issued by them (eg. Driving License, Voter ID, Certificates/ Mark Sheets, Ration Card, Licenses/ permits issued by various Departments etc.) directly into Citizen's DigiLocker account. Similarly, Departments can register as 'Requester Organisation' and integrate their online application with Digilocker to enable the citizens to fetch supporting documents required for various online applications (eg. application for Certificates, Licences, Jobs, Subsidies, Pensions, Scholarships, Admission in Schools/Colleges etc.) of respective Departments, directly from their DigiLocker.

3. In the reference 2nd read above the Director of e-Governance & Chief Executive Officer, Tamil Nadu e-Governance Agency has requested the Government to issue a Government order for adoption of DigiLocker by all Departments and itsagencies towards supporting Paperless Governance. The Government of India have also requested to adopt Digilocker as a platform for providing authentic documents/ Certificates and to accept the documents shared through DigiLocker. 4. The Government, after careful examination of the request of Government of India, the Director of e-Governance & Chief Executive Officer, Tamil Nadu e-Governance Agency hereby direct that all Government Departments and their subordinate agencies to adopt DigiLocker System so as to provide access to digital documents to citizens as envisaged in Information Technology (Preservation and Retention of Information by Intermediaries providing Digital Locker facilities) Rules, 2016. They shall integrate all their existing / ongoing / future software applications with DigiLocker and register themselves as an Issuer or a Requester or both as required. All Government Departments and their agencies are also directed to take necessary steps. to integrate their current software applications with DigiLocker for issuing and verifying certificates and ensure that all certificates already issued and to be issued in future, are made available on DigiLocker platform.

5. The Director of e-Governance & Chief Executive Officer, TNeGA, will provide necessary support to the Government Departments / PSUs / Statutory Authorities/ Autonomous Bodies / Universities and Educational Institutions / Agencies for adoption of DigiLocker.
