Sub: School Education – COVID – 19 Pandemic – Guidelines for Digital Online Education for schools in Tamil Nadu - Instructions to Chief Educational Officers - Regarding. Ref: G.O.(Ms)No.65 School Education Department dated 29.07.2020
***** The guidelines for digital/online education in schools in Tamil Nadu were issued vide reference first cited. In the interests of the well-being of all students, teachers and parents and the entire remote educational system in Tamil Nadu, the guidelines may be followed in letter and spirit by all stakeholders.
In this regard, the Chief Educational Officers are required to take the following steps: (i) The Chief Educational Officers (CEOs) may obtain the acknowledgement from each school of the receipt of the guidelines for digital/online education in schools in Tamil Nadu cited in reference.
(ii) All the schools may be mandatorily required to report through their counselors (referred to in 4.4 (5) of the guidelines) directly to the CEOs, on compliance with all the relevant aspects of the guidelines in writing enclosing specifically the following
(a) the time table per class section for the conduct of online classes being followed by the school with the names of the teachers; with compliance with total hour restrictions on online classes, class-wise clearly brought out
(b) the compliance report that Annex A has been communicated via email and via physical post to each and every student studying in the school as given bilingually in the Annex within second week of September, 2020
(iii) The Chief Educational Officers (CEOs) may prepare a list of all schools conducting online classes with the start dates along with the name, designation and contact details (phone number, email ID and Teacher ID on EMIS) of the teacher appointed as Counselor(referred to in 4.4 (5) of the guidelines) in every such school. The Chief Educational Officer may make a direct access to all such counselors through the BRTEs for manually verifying compliances which have been reported and assessing/handling first hand any situation of stress by making random calls to students, teachers and parents at all levels. The Chief Educational Officers are required to take the following additional steps too:
(iv) Ensure that the contact details of all Counselors are widely published among the parents, teachers and students of the school concerned on school noticeboards, school websites, etc., apart from (ii)(b) above.
(v) Ensure wide publicity to the email id grievancesredressaltnpta@gmail.com created by the State Parent Teacher Association to receive complaints/grievances/longstanding issues about online classes. The Chief Educational Officers may attend to the e-mails forwarded by State Parent Teacher Association from this e-mail id for quick redressal and corrective action.
(vi) Encourage parents and students to utilize the helpline number 14417 established by School Education Department for counseling during stress.
(vii) Ensure that all schools holding online classes mandatorily show once in every 2 weeks, to all students the counselling sessions made available by the School Education Department either directly on Kalvi TV between 1.00 p.m. to 1.30 p.m. on all weekdays and/or downloaded from You Tube Channel (kalvitvofficial.com). Annex A:
Relevant portions of G.O.(Ms) No.65 School Education Department dated 29.07.2020: The guidelines for digital/online education in schools in Tamil Nadu to be communicated bilingually by all schools conducting online classes to each and every student in that school via email and via physical post as mandated by the School Education Department.
4.2 Focus on well-being of students
• Teachers reaching out to students, shall help the children to be aware of the healthy practices for pandemic prevention, right nutrition, extend emotional support at the first instance.
• Teaching could be started after establishing a healthy mental connect with the students
• Teachers should establish an individualized rapport with the students
• Teachers should sensitize the students/parents about the online learning and how to remove obstacles in engaging with online learning by suitably instructing them on safe online learning.
• In order to ensure the physical well-being of students, teachers should teach students to stretch and rotate body parts at regular intervals, blink frequency, place digital equipments/devices conveniently, keep drinking water close by during classes.
All the above are expected to make the child feel comfortable with the new teaching mode and turn the child’s mind towards learning since children may be stressed about lack of face-to-face peer interaction, anxiety of being restricted to homes and watching the parents under stress, even if there is no particular anguish in the family. Attendance not mandatory in online classes
6.5 (1) The attendance in online classes shall not be counted mandatory for performance evaluation purposes.
(2) The teachers may take the responsibility and ensure that all students who were absent for online sessions are suitably coached and brought on par with the other students who attended the online classes, when the school reopens.
(3) that while assessments and assignments can be done online, none of the assignments or assessments conveyed remotely to the child over electronic modes and through an electronic device may be made mandatory or be counted towards final grading/marking/performance evaluation. In 6.6 (2) (3) (6) (7) and (8) it is stated that

Parents/guardians/persons lending devices to children may be given complete agency on whether to let the children attend online classes based on their personal circumstances and safety perceptions till a fully firewalled LMS is in place and all children have requisite devices & connectivity for the school/school system.
3. Nobody/no parent or guardian may be compelled to share any device with children for online classes when the children are unsupervised by a responsible and trustworthy adult.
6. Nobody and no child may be compelled to attend any online classes using terms like “shall, should, must, compulsory, will be counted in attendance, grades/marks/evaluation are based on this, etc.”. These may build feelings of stress or deprivation among children with unexpected conflicts or consequences in the family or the community. 7. All communications regarding online classes may be communications of information only. All teachers/school staff and authorities may be sensitized on this matter that there should not be a hint of compulsion even in their tone of voice or in the mode of drafting/language of the letter.
8. A protocol may be informally established that the elder child gets access to the device if online classes are happening simultaneously for more than one child in the family, if there is a shortage of devices. This is to ensure that conflicts are minimized in the family on this account.
In 4.4. (5) it is stated that Every school shall appoint a teacher as a counselor for ensuring cyber safety and security for the students/teachers. Their mobile numbers/email ID shall be given to students/teachers before the start of online classes to enable them to inform about any cyber safety issues.
2. The Counselor appointed by every school conducting online classes under section 4.4 (5) in the guidelines cited above, may be made the counselor in each school for grievance redressal of parents and students on account of all issues pertaining to online classes including those highlighted in 4.2, 6.5. and 6.6 above; or any other emotional turmoil that the child/parent is undergoing on account of online classes. These counselors may keep the Chief Educational Officer directly informed of any serious evolving situation in this regard. 3. The contact details of the counsellor(s) in this school are as follow:

4. Any complaint in this regard may be brought to the notice of the Chief Educational Officer of the district for redressal and corrective action, if the counselor/ teacher/ school management is not responding to a legitimate grievance at the first instance.
5. The email id: grievancesredressaltnpta@gmail.com has been created by the State Parent Teacher Association to receive complaints/grievances/issues about online classes.
6. Students, parents, teachers and counselors are encouraged to use the helpline number 14417 of the School Education Department to get counselling regarding any stress or tension.

இணையவழி கல்வியினை கற்பிக்கும் பள்ளிகள், அவர்களது பள்ளியில் பயிலும் ஒவ்வொரு மாணவருக்கும், தமிழக அரசால் பிறப்பிக்கப்பட்ட "தமிழ்நாட்டில் உள்ள பள்ளிகளில் இணையவழி கல்விக்கான வழிகாட்டுதல்களின் கீழ்க்கண்ட பகுதிகளை இருமொழிகளிலும் (தமிழ் மற்றும் ஆங்கிலம்) மின்னஞ்சல் அல்லது அஞ்சல் மூலமாக தெரிவிக்க வேண்டும்.
4.2 மாணவர்களின் நலன் ஆசிரியர்கள் கற்பித்தல் பணியில் ஈடுபடும் முன்பு மாணவர்களுக்கு தேவையான உணர்ச்சிகரமான ஆதரவை வழங்க உதவ வேண்டும். மேலும் தொற்றுநோயைத்தடுப்பதற்கான ஆரோக்கியமான நடைமுறைகள் மற்றும் சரியான ஊட்டச்சத்து உணவுகள் பற்றியும் குழந்தைகளுக்கு புரிய வைக்க வேண்டும்.. * மாணவர்களுடன் ஆரோக்கியமான மனத்தொடர்பினை ஏற்படுத்தியப் பின்னரே கற்பித்தலை தொடங்க வேண்டும்.
* ஆசிரியர்கள் மாணவர்களுடன் தனித்துவமான பரஸ்பர நம்பிக்கை மற்றும் புரிதலை ஏற்படுத்திக்கொள்ள வேண்டும்.
ஆசிரியர்கள் இணையவழி கற்றல் பற்றியும், இணையவழி கற்றலில் ஈடுபடுவதில் உள்ள தடைகளை எவ்வாறு அகற்றுவது என்பதை பற்றியும், பாதுகாப்பான இணையவழி கற்றல் குறித்தும் மாணவர்கள்/ பெற்றோர்களுக்கு உணர்த்த வேண்டும். மாணவர்களின் உடல்நலத்தினை உறுதி செய்யும் பொருட்டு அவர்கள் தங்கள் உடலை சீரான இடைவெளியில் நீட்டவும், சுழற்றவும், அடிக்கடி கண்களை சிமிட்டவும், மிண்ணனு உபகரணங்கள் சாதனங்களை வசதியான நிலையில் வைத்து உபயோகிக்கவும் வகுப்புகளின் போது குடிநீரை வைத்திருக்கவும் ஆசிரியர்கள் மாணவர்களுக்கு அறிவுறுத்த வேண்டும்.
6.5) * மாணவர்களது குடும்பத்தில் குறிப்பிட்ட மனஉளைச்சல்கள் இல்லாது இருப்பினும் அவர்கள் சகமாணவர்களை நேருக்கு நேர் தொடர்பு கொள்ள இயலாதது. வீடுகளுக்குள்ளேயே கட்டுப்படுத்தப்பட்டுள்ளது மற்றும் பெற்றோரை மன அழுத்தத்தில் பார்ப்பது போன்ற கவலைகளிலிருந்து அவர்களை புதிய கற்பித்தல் பயன்முறை நோக்கி திருப்ப மேற்கூறியுள்ள அனைத்தும் பயனுள்ளதாக இருக்கும் என எதிர்பார்க்கப்படுகிறது. இணையவழி வகுப்புகளில் வருகை கட்டாயமின்மை
(1) இணையவழி வகுப்புகளில் வருகை, செயல்திறன் மதிப்பீடு நோக்கங்களுக்காக கட்டாயமாக கணக்கிடப்படாது மற்றும்
(2) மீளப்பள்ளிகள் திறக்கப்படும்போது, இணையவழி அமர்வுகளுக்கு வருகை புரியாத மாணவர்களும், இணையவழி வகுப்புகளில் கலந்து கொண்ட மாணவர்களுக்கு இணையாக பாடங்களில் பயிற்சி வழங்குவதற்கு ஆசிரியர்கள் பொறுப்பேற்று தேவைக்கேற்றவாறு கூடுதல் வகுப்புகளை நடத்தி உறுதிப்படுத்த வேண்டும். மற்றும்
(3) மிண்ணனு முறைகள் மற்றும் மிண்ணனு சாதனங்கள் மூலம் குழந்தைக்கு தொலைவிலிருந்து அனுப்பப்படும் நிர்ணயிக்கப்பட்ட பணிகள் மற்றும் மதிப்பீடுகள் ஏதும் இறுதித் தரம் மதிப்பெண்கள்/செயல்திறன் மதிப்பீடு போன்றவற்றை கணக்கிட கட்டாயமாகப்படாது,
(2) குழந்தைகள் இணையவழி வகுப்புகளில் அவர்களின் தனிப்பட்ட சூழ்நிலைகள் மற்றும் பாதுகாப்பு உணர்வுகள் ஆகியவற்றை கருத்தில் கொண்டு கலந்து கொள்ள, முழுமையான இணைய பாதுகாப்பு அரணுடன் கூடிய கற்றல் மேலாண்மை அமைப்புகள் மற்றும் அனைத்து குழந்தைகளுக்கும் பள்ளியள்ளி அமைப்புகளுக்கு தேவையான சாதனங்கள் மற்றும் இணைப்பு வசதிகள் உருவாகும் வரை குழந்தைகள் இணைய வகுப்புகளில் பங்குபெறுகிறார்களா இல்லையா, என்பதை முடிவெடுப்பதற்கு பெற்றோர்கள் பாதுகாவலர்கள் குழந்தைகளுக்கு சாதனங்களை வழங்கும் நபர்களுக்கு முழுமையான அதிகாரம் உண்டு. பொறுப்பான மற்றும் நம்பகமான பெரியவரால் குழந்தைகள் மேற்பார்வை செய்யப்படாதபோது, இணையவழி வகுப்புகளுக்கு எந்தவொரு சாதனத்தையும் குழந்தைகளுடன் பகிர்ந்து கொள்ள எவரையும் பெற்றோர் அல்லது பாதுகாவலர்களை கட்டாயப்படுத்தக்கூடாது. எந்தவொரு இணையவழி வகுப்புகளிலும் எவரும் எந்த குழந்தைகளிடமும், "கட்டாயம், வேண்டும், அவசியம், வருகை கணக்கிடப்படும் தரநிலை, மதிப்பெண்கள் மதிப்பீடு ஆகியவை இதன் அடிப்படையில் அமைந்திருக்கும்" போன்ற சொற்றொடர்களை பயன்படுத்தி கலந்து கொள்ள நிர்ப்பந்திக்கப்படக்கூடாது. இது குடும்பம் அல்லது சமூகத்தில் எதிர்பாராத மோதல்களை அல்லது விளைவுகளைக் கொண்டு குழந்தைகளிடையே மன அழுத்தம் அல்லது இழந்தது போன்ற உணர்வுகளை உருவாக்குவதைத் தடுக்கும்.
7) இணையவழி வகுப்புகள் தொடர்பான அனைத்து தகவல்களும் தகவல்களாக மட்டுமே இருக்க வேண்டும்.
அனைத்து ஆசிரியர்கள் பள்ளி ஊழியர்கள் மற்றும் அதிகாரிகள் இணையவழி வகுப்புகள் தொடர்பான அறிவிக்கையின் போது குரலால் அல்லது கடிதத்தின் வரைவு மொழியின் பயன்முறையிலும் கட்டாயத்தின் ஒரு குறிப்பும் இருத்தல் கூடாது என்று உணர்த்தப்படல் வேண்டும். 8) குடும்பத்தில் ஒன்றுக்கு மேற்பட்ட குழந்தைகளுக்கு ஒரே நேரத்தில் இணையவழி வகுப்புகள் நடந்தால், அவர்களுக்கு சாதனங்களின் பற்றாக்குறை இருப்பின் மூத்த குழந்தை அச்சாதனத்தை பயன்படுத்திக் கொள்ளலாமென்ற ஒரு நெறிமுறையினை பின்பற்றலாம். இதன் பொருட்டு குடும்பத்தில் எழும் மனப்போராட்டங்கள் குறைக்கப்படும்.
4.4 (5) மாணவர்கள் மற்றும் ஆசிரியர்களுக்கு இணைய கவனம் மற்றும் பாதுகாப்பினை உறுதி செய்வதற்கென ஒவ்வொரு பள்ளியிலும் ஒரு ஆசிரியரை ஆலோசகராக நியமிக்க வேண்டும். எந்தவொரு இணைய பாதுகாப்பு பிரச்சனைகள் பற்றியும் தெரிவிக்க மாணவர்கள் மற்றும் ஆசிரியர்களுக்கு உதவும் வகையில் இணையவழி வகுப்புகள் தொடங்குவதற்கு முன்னரே ஆலோசகரின் கைப்பேசி எண்கள் மற்றும் மின்னஞ்சல் முகவரி அவர்களுக்கு வழங்கப்பட வேண்டும்.
2. மேலே 'குறிப்பிடப்பட்டுள்ள வழிகாட்டுதல்களில் பிரிவு 4.4 (5)ன்படி, இணையவழி வகுப்புகளை நடத்தும் ஒவ்வொரு பள்ளியினராலும் ஆலோசகர் நியமிக்கப்பட வேண்டும். மேற்கண்ட 4.2, 6.5 மற்றும் 6.6 பிரிவுகளில் சுட்டிக்காட்டப்பட்டுள்ளவை உட்பட இணையவழி வகுப்புகள் தொடர்பான அனைத்து சிக்கல்களின் காரணமாக பெற்றோர் மற்றும் மாணவர்களின் குறைகளை தீர்க்கும் வகையிலும் இணையவழி வகுப்புகளால் குழந்தைகள் மற்றும் பெற்றோர்கள் மேற்கொண்டுள்ள வேறு எந்தவொரு உணர்ச்சிகரமான இடர்பாடுகளையும் தீர்க்கும் வகையில் ஆலோசகர் செயல்பட வேண்டும். இது சம்மந்தமாக எழும் எந்தவொரு தீவிரமான நிலைமை குறித்தும் ஆலோசகர்கள் நேரடியாக மாவட்ட முதன்மைக்கல்வி அலுவலருக்கு தெரிவிக்கலாம்.
