ORDER:
In the Government orders 1 & 2nd read above, two spells of cash assistance of Rs.1,000/- per beneficiary from State Disaster Response Fund (SDRF) have been sanctioned to unorganized workers and vocations falling under various boards inclusive of Third Gender Welfare Board for 6,553 third genders throughout the State during the declaration of COVID-19 as pandemic. Further, third spell of cash assistance of Rs.1,000/- has also been sanctioned to 1,666 third gender beneficiaries of Chennai, Thiruvallur, and Kancheepuram Districts vide Government order 3d read above.

2. In the Government order 4 read above, Government have sanctioned the first spell of Covid cash relief of Rs.2,000/- per beneficiary to all Rice Family cardholders including 2,956 third genders who have family cards. 3. In Writ Petition No. 12035 of 2021, the Hon'ble High Court of Madras in its order dated 27.05.2021, has directed the State Government to take a decision regarding the cash relief and come to the aid of the transgenders who require immediate relief.

4. At present 11,449 third genders have been identified by the Third Gender Welfare Board. Out of which, 2,956 third genders have been provided with first spell of cash assistance of Rs.2,000/- under the coverage of ration cards. The balance number of 8,493 third genders have to be considered for said cash relief.

5. In view of Covid-19 pandemic circumstances, Government after careful consideration, sanction an expenditure of Rs.1,69,86,000/- (Rupees one crore sixty nine lakh eighty six thousand only) towards the distribution of cash rellef of Rs.2,000/- per beneficiary to 8,493 third genders who do not have ration cards but have registered with the Third Gender Welfare Board as a special case through the Third Gender Welfare Board.

6. The above expenditure shall be debited to the following Head of Account.
"2235- Social Security & Welfare 02 Social Welfare State's Expenditure 103 Women Welfare BR Assistance to Welfare Board for the Third Genders 309 Grants in Aid 03 Grants for specific scheme.
IFHRMS DPC 2235-02-103-BR-30903 7. Necessary funds of Rs.1,69,86,000/- will be provided in RBE/RE/FMA 2021-2022. However this expenditure shall be brought to the notice of the Legislature by Specific inclusion in the Supplementary Estimate 2021-2022. Pending provision of such funds, the Commissioner of Social Welfare is authorized to draw and disburse the cash relief sanctioned in Para-5 above. He is also directed to include this item of expenditure while sending the proposal for RBE/RE/FMA 2021-2022 and also send necessary draft explanatory note for inclusion of this expenditure in the Supplementary Estimate 2021-2022 to Government in Finance (SW)/BG-I) Department at the appropriate time without fail.

8. The Commissioner of Social Welfare and Member Secretary of Third Gender Welfare Board is directed to disburse the cash relief to 8,493 third genders who do not have ration cards but have registered with Third Gender Welfare Board at the rate of Rs.2,000/- per beneficiary by following the rules in force and is directed to send the Utilisation Certificate to the Government. He shall also take appropriate action to get the expenditure reimbursed from State Disaster Response Fund.

9. This order issues with the concurrence of Finance Department vide its U.O. No.23231/Fin(S.W)/2021, Dated 02.06.2021 and A.S.L. No.109 (One hundred and nine).
