தமிழ்நாட்டில் சமூக பொருளாதார வளர்ச்சியில் உறுதுணையாக இருக்கும் கல்வி மற்றும் தொழில் நிறுவனங்கள் தங்களின் தேவைக்காக தனியார் நிலங்களை வாங்கி பயன்படுத்தும்போது அந்த நிலங்களுக்கிடையே சிறு அளவிலான அரசு நிலங்களும் அமையப் பெறுகின்றன.

இந்த அரசு நிலங்கள் நான்கு புறமும் தனியார் நிலங்களால் சூழப்பட்டிருப்பதால் அவற்றை அரசின் கட்டுப்பாட்டிற்கு கொண்டு வர முடியாத சூழல் நிலவுகிறது. எனவே தனிநபர்கள் மற்றும் கல்வி, தொழில் நிறுவனங்கள் பயன்பெறும் வகையில் நடைமுறையை எளிமைப்படுத்த நிலப்பரிமாற்றக் குழுவை ஏற்படுத்த முடிவு செய்யப்பட்டன. இக்குழு நில பரிமாற்றம் செய்வதற்கு அரசுக்கு பரிந்துரை செய்கிறது.

இது குறித்து வருவாய்த்துறை செயலாளர் குமார் ஜெயந்த் வெளியிட்டுள்ள அரசாணையில் கூறியிருப்பதாவது: முதல்வர் மு.க.ஸ்டாலின் தலைமையில் கடந்த ஜூலை 13ம் தேதி வருவாய் மற்றும் பேரிடர் மேலாண்மை துறை ஆய்வுக் கூட்டம் நடந்தது. இக்கூட்டத்தில் தொழிற்சாலைகள் உயர் கல்வி நிறுவனங்களுக்கு அரசு நிலங்களை நில உரிமை மாற்றம் செய்வதை எளிமைப்படுத்தும் வகையில் மாற்றங்கள் கொண்டு வர முடிவு செய்யப்பட்டது. இது தொடர்பாக, கடந்த ஆகஸ்ட் 31ம் தேதி வருவாய்த்துறை மானியக்கோரிக்கையின் போது, அரசு மற்றும் கல்வி, தொழில் நிறுவனங்கள் பயன்பெறும் வகையில் நிலப்பரிமாற்றம் செய்யும் பொருட்டு தற்போதை நடைமுறை எளிமைப்படுத்தப்பட்டு நிலப்பரிமாற்றக்குழு அமைக்கப்படும் என்று அறிவிக்கப்பட்டது.

இதை தொடர்ந்து, வருவாய் மற்றும் பேரிடர் மேலாண்மைத்துறையின் முதன்மைச் செயலாளர் தலைமையில் 5 பேர் கொண்ட குழுவை அமைக்கப்படுகிறது. இக்குழுவில் நில நிர்வாக ஆணையர் ஒருங்கிணைப்பாளர் மற்றும் உறுப்பினர் செயலாளராக நியமிக்கப்படுகிறார். தொழில்துறை, உயர்கல்வித்துறை, நிதித்துறை ஆகிய துறைகளின் முதன்மைச் செயலாளர்கள் ஆகியோர் குழுவின் உறுப்பினர்களாக நியமனம் செய்யப்படுகின்றனர். நிலப் பரிமாற்ற நடைமுறைகளை எளிமைப்படுத்தும் நோக்கில் நிலப் பரிமாற்றக் குழு ஏற்படுத்துவதே இந்த குழுவின் பணி ஆகும். ORDER:

In the letter read above, the Commissioner of Land Administration has stated that during the review of the Revenue and Disaster Management Department by Hon'ble Chief Minister held on 13.07.2021, the subject of exchange land was highlighted and it was concluded that the existing procedures for exchange of land have to be simplified and streamlined in line with the changing scenario, to create a Win-Win situation for Government as well the applicant, especially for large industries or higher educational institutions.

2. Further, the Honorable Minister for Revenue and Disaster Management has announced in the assembly on 31.08.2021 that a committee will be formed to examine and streamline the procedures involved in exchange of land with a view to facilitate industrial development and higher education development among other objectives.

3. Hence, the Commissioner of Land Administration has requested that Government may constitute a committee comprising of the following members to study and suggest recommendations for streamlining the procedures involved in the exchange of lands which will replace the relevant Revenue Standing Orders (26A), under the Chairmanship of Principal Secretary to Government, Revenue and Disaster Management Department with the following members:

1. 2. Principal Secretary to Government, Industries Department. Principal Secretary to Government, Higher Education Department.

3. 4. Special Secretary to Government, Finance Department. Commissioner of Land Administration - Convener / Member-Secretary.

4. The Government have examined the proposal of the Commissioner of Land Administration and decided to accept it and hereby order the constitution of Committee comprising of the following members to study and suggest recommendations for streamlining the procedures involved in the exchange of lands which will replace the relevant Revenue Standing Orders (26A), under the Chairmanship of Principal Secretary to Government, Revenue and Disaster Management Department with the following members:

1. Principal Secretary to Government, Industries Department.

2. Principal Secretary to Government, Higher Education Department.

3. Special Secretary to Government, Finance Department.

4. Commissioner of Land Administration Convener /Member Secretary. -

The Committee shall submit its recommendations on revising the procedures for exchange of land within one month of its constitution.
