Press Release on A K Rajan Report

It is really amusing to read the report of A K Rajan Committee on NEET. It is a completely lopsided report based on skewed statistics. It is obviously clear that the report is scripted to suit the whims and fancies of people in power. The report refers to a number of court cases, constitutional provisions and many other matters that have no relevance to the NEET issue under consideration. It appears that the committee wrote the recommendations first and then drafted the contents to support them.

There are some amazing statements in the report.

1. The Central Government cannot conduct entrance exams for state-run colleges. 2. The Central Government has no power to establish universities. 3. The State Government must enact a law to takeover all the Deemed-to-be Universities.

How could a committee headed by a retired judge with many senior government officers as members make such statements? The most astonishing and hilarious part of the report is its concluding remarks. It says that "if NEET continues for a few more years, the Healthcare System of Tamil Nadu will be very badly affected, no doctors will be available for Primary Healthcare Centres and ultimately Tamil Nadu may go to pre-independence days". It clearly shows that the committee has neither understood the importance of NEET nor its benefits to the students and public.

I agree with one statement that "coaching has replaced learning among the students". This is very much true for the +2 exams as well. Coaching has been existing in schools long before the NEET and JEE. It is a well known fact that only rich students studying in private "coaching" schools have been garnering the medical and engineering seats in large numbers in the past.

The committee has failed to highlight the benefits associated with NEET.

1. NEET eliminates multiple entrance tests usually conducted by different states, central institutions and deemed universities. With NEET score, one can seek admission in any institution anywhere in India. Students can save a considerable amount of money, energy and time spent in the preparation for multiple exams, in addition to reducing stress and anxiety. 2. NEET provides a fair and transparent approach and guarantees an equal opportunity to secure a seat in any college in the country.

3. All medical seats (except Government of India Quota) in Tamil Nadu will be allotted to only the students of Tamil Nadu.

4. With NEET score, one can get admission in all Central Institutions, Central Universities and all Deemed Universities as well as 15% of seats in all the other state medical colleges in the country. These seats are many times more than the seats available in TN colleges. If we do not participate in NEET, TN students will lose the opportunity to join these institutions.

5. Since government agencies conduct counseling for admission to Deemed Universities and private colleges, the menace of 'capitation fees' is totally eliminated. NEET will also put an end to the existing atmosphere of admission scandals.

6. NEET score will facilitate getting admissions abroad. 7. NEET will ensure not only the quality of medical education in India but also the international recognition of Indian medical degrees.

An extremely amusing recommendation is that medical admission should happen only based on the 12th marks to ensure equality in opportunities to the students from different boards of education. It is in fact the other way round. Only a common test can guarantee equality for all students. The recent announcement of reservation of 27% for OBC and 10% for EWS in All India Quota (AIQ) on July 29, 2021, will benefit a large number of poor and rural students.

It is really unfortunate that the Tamil Nadu Government has recently passed the anti NEET bill based on this squinted report.
